** Rental Occupancy Permit & Vacant Property Registration Draft Legislation **
The Village of Orwell Council will consider proposed legislation authorizing the Village Manager to establish a Rental Occupancy Permitting process and Vacant Property Registration Program.
The proposed legislation is intended to establish consistent property maintenance and occupancy standards for rental and vacant properties throughout the Village. These measures aim to promote public health, safety, fire prevention, and the overall well-being of residents while preserving the quality and character of Orwell’s neighborhoods.
If adopted, the legislation would establish property registration and inspection requirements, minimum maintenance standards, and enforcement procedures, including penalties for noncompliance.
The proposed legislation will undergo three public readings at Village Council meetings before a final decision is made. Residents, property owners, and other interested parties are encouraged to attend the upcoming Village Council meetings or contact the Village Manager at villagemanager@orwellvillage.org to learn more about the proposed legislation and participate in the public discussion before any final action is taken.
